The International Union of Radio Amateurs has been the world spokesperson for the activity, obtaining and safeguarding the spectrum assigned to its members, since 1925.



About IARU
The International Union of Radio Amateurs ( IARU ) is the world federation of national radio amateur organizations. IARU membership  consists of more than 160 member societies in as many separate countries and territories.


The IARU  was founded at a meeting in Paris in 1925 as the international representative of the movement of amateur radio. At that time, "shortwaves" were just beginning to be understood and exploited for global communication, using power levels and antennas that were within the reach of private individuals operating from their own homes. These radio amateurs needed an organization to coordinate their activities and to be their voice at international conferences.


How is the IARU Organized ?
The IARU Constitution has been revised several times. The  current Constitution was adopted in 1984 and slightly amended in 1989. It recognizes three regional organizations representing the three radio regions defined by the ITU for frequency assignment purposes. Each regional organization is autonomous and operates according to its own Constitution.

IARU's policy and Administration is carried out by its Administrative Council, made up of three IARU officers (President, Vice-President and Secretary) and two representatives from each of the three regional organizations. The Administrative Council meets normally every year, usually in combination with a regional conference.

The IARU International Secretariat is ARRL , the national association for radio amateurs in the United States.

The three IARU regions  are organized to broadly reflect the structure of the International Telecommunication Union ( ITU ) and its related regional telecommunication organizations. The Regions comprise:

* IARU  Region 1: Europe, Africa, the Middle East and North Asia
* IARU  Region 2: The Americas
* IARU  Region 3: Asia-Pacific


What Does IARU Do For Radio Amateurs?
The IARU  represents the interests of the radio amateurs service worldwide to relevant international organizations, promoting the interests of radio amateurs and seeking to protect and enhance their spectrum privileges.

Over the years, the  IARU  has worked hard to give all radio amateurs new bands at 136 kHz, 472 kHz, 5 MHz, 10 MHz, 18 MHz, 24 MHz and 50 MHz and a European regional allocation at 70 MHz. In addition to that, the  IARU  has obtained:

* Extension of the 7 MHz radio amateur band in Regions 1 and 3.

* Extensive improvements in international roaming for radio amateurs.

* Significant progress towards harmonization of international certificates at the “complete” level and now at the initial level.

* Extensive representation in ITU Working Groups and World Radiocommunication Conferences.

* Reasonable emissions standards for PLT systems  , involving a lot of work in international standards forums.

* Support for the development of radio amateurs in developing countries.


How Does IARU Interact  with ITU and Other International Entities?
IARU  seeks to work collaboratively with organizations that influence spectrum allocations and with others with which the objectives of radio amateurs align.

The  IARU  is recognized by the United Nations as a Non Governmental Organization ( NGO ) under their consultative status with other United Nations entities such as the International Telecommunication Union ( ITU ) . The ITU recognizes the IARU  as an international organization ( CV /Art.19, No. 231).

IARU has worked with ITU for almost a century and is a Sector Member of the Radiocommunication Sector ( ITU- R), playing a full role in the work of  ITU- R as it affects the spectrum of radio amateurs, and also in the Radio Sector. Development ( ITU- D), related to developing countries and emergency communications.

In 1947,  IARU  was one of the first international organizations to sign a formal agreement with the United Nations for support and cooperation. Today, IARU has a consultative status with ECOSOC .

Since then, IARU has developed close working relationships with Regional Telecommunication Organizations (in most cases, through a formal MOU):

* African Telecommunication Union ( ATU )

* Arab Spectrum Management Group ( ASMG )

* Asia-Pacific Telecommunity ( APT )

* Caribbean Telecommunications Union ( CTU )

* Conference of European Postal and Telecommunications Administrations ( CEPT )

* Inter-American Telecommunication Commission ( CITEL )

* Regional Commonwealth in the field of Communications ( RCC )


At  EMC ,  IARU  is a liaison partner to CISPR , the International Special Committee on Radio Disturbances, which defines global EMC standards affecting radiocommunications, and is also a full member of ETSI , the European Telecommunications Standards Institute. The  IARU  contributes to both organizations and is actively involved in these meetings.

Other international organizations with which IARU is associated include the IFRC  (International Federation of Red Cross and Red Crescent Societies) with whom we have a formal MOU.


How is the IARU Organization Structured  and How are its Officers Appointed?
Globally, the Administrative Council ( AC ) directs the IARU . Representatives from each Region propose candidates for President and Vice President of the IARU , whose term lasts five years.
