As New York City enters phase one of reopening today, Governor Andrew M. Cuomo announced that New York City is now eligible to resume elective surgeries and ambulatory care. The Governor previously announced that the state will allow elective outpatient treatments to resume in counties and hospitals without significant risk of COVID-19 surge in the near term.

Governor Cuomo also announced the state is opening 14 new temporary testing sites at churches located in communities particularly impacted by COVID-19, in partnership with Northwell Health and SOMOS Community Care. The state is continuing to focus efforts on reducing the infection rate of COVID-19 in New York City hotspot neighborhoods that have been impacted the most by the virus.

The Governor also reminded New Yorkers who have participated in recent protests to get tested for COVID-19. There are now more than 240 testing sites in New York City, and the state is prioritizing 15 testing sites across the city for individuals who have participated in recent protests. The 15 testing sites can be found below, and more information on where and how to get tested for COVID-19 is available at https://coronavirus.health.ny.gov.

The Governor also announced that the Mid-Hudson Valley is expected to enter phase two of reopening tomorrow, June 9th, and Long Island is on track to enter phase two of reopening on Wednesday, June 10th following a review of regional data by global public health experts.

"Today we are turning the page on the COVID-19 virus as we reopen New York City - we didn't just flatten the curve, we bent it, and we did it all based on data and facts," Governor Cuomo said. "You look at where we are now with our testing results and we now have the lowest levels in the state since March 16th, and that's why I have confidence saying to New Yorkers that we are ready to reopen. All this progress has been made because of our hard work, and we can't get sloppy now or else we'll see those numbers start to go back up."


Finally, the Governor confirmed 702 additional cases of novel coronavirus, bringing the statewide total to 378,799 confirmed cases in New York State.

Of the 378,799 total individuals who tested positive for the virus, the geographic breakdown is as follows:

Governor Andrew M. Cuomo today announced that the Mid-Hudson Valley is entering phase two of reopening today. Long Island will enter phase two of reopening tomorrow, June 10th.

Governor Cuomo also unveiled a daily testing results dashboard to complement the early warning dashboard for New Yorkers and local governments to easily track the COVID-19 daily test results by region and county as all regions in the state are now reopening.

The Governor also announced the state, in partnership with Sean Penn and CORE, has established 11 testing sites in communities particularly impacted by COVID-19. CORE (Community Organized Relief Effort) is a nonprofit organization dedicated to saving lives and strengthening communities affected by or vulnerable to crisis. The state is continuing to focus efforts on reducing the infection rate of COVID-19 in these New York City hotspot neighborhoods that have been impacted the most by the virus. There are now more than 800 COVID-19 testing sites across the state. More information on where and how to get tested for COVID-19 is available at https://coronavirus.health.ny.gov.

The Governor also announced the state is delivering 500,000 cloth masks, as well as 10,000 gallons and 100,000 2-oz. bottles of hand sanitizer to Metro North. The Governor also reminded New Yorkers that masks are mandatory when riding public transportation systems and that New Yorkers should follow all guidelines and protocols when riding, including maintaining social distancing to the extent possible, using hand sanitizer and observing decal guidance.

The Governor also announced that the state has distributed over four million free bottles of NYS Clean hand sanitizer statewide to date.

"All regions across the state are now in the process of reopening - it was a long time coming but New Yorkers got disciplined, they got smart and they did what they had to do to bring the numbers down," Governor Cuomo said. "What we have done in New York is an international success story, we had the worst situation and we handled it the best, and now we can continue our work towards a new normal."

CORE is proud to partner with the State of New York to expand and make more accessible COVID-19 testing to communities of color, low-income, and all those disproportionally impacted by the virus

On dealing with the COVID crisis, over the past 101 days, we're now at a different point. We're at the point of reopening the economy and moving forward on that. And that is an entirely different situation than everything we've done up until now. Everything we have done up until now has been fighting the virus, how do you contain it? How do you isolate it? How do you quarantine people? How do you do the medical research to find a vaccine or a treatment? Reopening says, how do you now restart the economy and control the virus at the same time? And all of this has never been done before. There is no blueprint, there's no book written on it. There is no expert on the globe who can say, "Yes, I know how this should be done." And I speak to all of them. The situations where you have seen reopenings, countries around the world, they're very mixed results. So, this really is going down a path that no one has traveled successfully, but if any place can travel it successfully, it's going to be in the State of New York.

Every region in the state is now reopening. New York City entered what we call phase one this past Monday. Westchester, Rockland, Mid-Hudson Valley started phase two yesterday and Long Island entered phase two today as the number of COVID cases came down. We did the reopening. We measured the reopening to a set of metrics we established from day one. As we now go forward in this new phase, there is a new focus and again, the focus is watching the data, watching the metrics, watching the numbers, we're not doing this by political ideology. We're not doing this by gut instinct. We're not doing this by feel. We're not doing this by political pressure. You're dealing with a virus. The virus does not know from Democrats or Republicans or liberals or conservatives. The virus is a virus and it spreads wherever it can. It is a pure opportunist. But you can measure this. It is public health. It is science. Measure it and follow the numbers.

What numbers are important now? The numbers to watch now are the daily testing results. New York tests more than any state in the United States per capita. It tests more than any country on the globe per capita. We do about 50,000 tests every day. Think about that. 50,000 tests every day. And you know exactly where you're doing the test and you know the result of those tests, so you have that data. You can monitor what is happening on a daily basis. Well, do exactly that. Watch those daily numbers and if you're going to get in trouble you'll see it in the numbers. You'll see them starting to increase that is exactly what we're doing. And we present them to every local official, we put them on the website. Every citizen should want to know what's happening their community and their region. Look at the number today, look at the number yesterday. Look at the number the day before. See if there's any movement; see if the movement is up, see if the movement is down and see if we have to worry. If there's a cautionary tale or see if the reopening is proceeding without increasing the viral spread. That's where we are and that will be the most informed reopening of any state in the country. Just have the discipline to follow the numbers.

These numbers, for example, on Long Island. Today, Nassau is .8, really yesterday. Monday was .1, Sunday was 1.1. There'll be slight deviations up and down. These are not the largest statistical examples when you break them down, but you'll be able to see movement and you'll know when there's an issue. All of us have a role to play. What determines the virus spread? We do. We do. Not government. Not state government, not city government, not the federal government. This has always been about what society does. It's been a social issue. Can people change their behavior? Can they learn? Can they learn quickly? Can they actually wear masks? Can they actually socially distance? Can they actually use hand sanitizer? Can they stay away from large gatherings? If they can, the virus spread will be contained. If they can't, you'll see an increase in the viral spread.

My role has been to inform people. To educate people. To motivate people about what can be done, what should be done and what are the consequences. It has worked brilliantly up until now. Now with reopening we have to actually double down on our diligence. Business owners, employers that are reopening like we see here today, provide the right equipment. Have employees socially distanced. Store owners have responsibility, employees themselves have responsibility. Each one of us as an individual has responsibility and the local governments have a responsibility to make sure their Department of Health is out and making sure things are working well.

Well, we're reopening we're out the woods, everything is fine. No. Reopening is actually much harder than closing. Closing was abrupt and disruptive, but it was simple. Everything is closed. Reopening is more delicate and more nuanced. If you look at the states and the countries that have been reopening, more of them have gotten into trouble than not. As we sit here today, states are getting into trouble. Newspapers will tell you more than a dozen states are now seeing increases. Texas, 36 percent increase since Memorial Day. Reopen, reopen, reopen. Be careful, be careful, be careful. California, the cases are still going up. Florida, the cases are going up. Look at those curves around the nation. Why? Because if you just reopen, if you just increase activity, the virus spread is going to up compared to the virus spread when you were closed.

That is common sense. Well, we want to reopen. Okay, but you have to reopen smartly, and safely, and intelligently. Otherwise, you will see the increase, especially in a place like New York City with that density. People on sidewalks, people on buses, people on subway cars. It has to be done right and we have to stay disciplined and the evidence is all around us, what happens if we're not.

Governor Andrew M. Cuomo today announced that five regions—Central New York, Finger Lakes, Mohawk Valley, North Country and Southern Tier - will enter phase three of reopening tomorrow, June 12th. The team of global public health experts advising New York State on its reopening strategy has thoroughly reviewed the data for the five regions and cleared them to enter phase three. Phase three allows indoor restaurant and food services and personal care services to resume. Each industry is subject to specific state guidelines to maximize safety and social distancing.

Governor Cuomo also announced that the state is allowing localities to open public pools and playgrounds at their discretion while following state guidance beginning today.

"We've had the most informed, science-based reopening in the country and as we continue our phased reopening the numbers continue to go down," Governor Cuomo said. "There is now one number to watch closely and that is the daily testing number because it is a snapshot of the day before and will tell us if the infection rate is going up in any given location. We've been doing everything right up until now, but we have to stay smart and keep following all the necessary precautions to keep getting those numbers down."

Finally, the Governor confirmed 736 additional cases of novel coronavirus, bringing the statewide total to 380,892 confirmed cases in New York State.

Of the 380,892 total individuals who tested positive for the virus, the geographic breakdown is as follows:

Earlier today, Governor Andrew M. Cuomo gave an update on the COVID-19 pandemic. According to the Rate of Transmission (Rt) website rt.live, New York State has the nation's lowest Rt, at .77. An Rt of 1 or more means COVID-19 will spread quickly. Out of the 72,395 tests conducted in New York State yesterday, 822, or 1.1 percent, were positive. Each region's percentage of positive tests over the last three days is as follows:

Governor Andrew M. Cuomo today announced Western New York is expected to enter Phase 3 of reopening June 16 and the Capital Region is expected to enter Phase 3 of reopening on June 17 following a review of regional data by global public health experts.

The Governor also announced the state has reached the lowest number of hospitalizations and deaths since the pandemic began. The number of total hospitalizations was down yesterday to lowest level since March 20 to 1,734. Thirty-two people in New York passed away due to COVID-19, down from a record-high of 800 just nine weeks ago.

The Governor also signed legislation (S.8275-A/A.10348) suspending the forfeiture of unemployment benefits during the COVID-19 state of emergency, aligning with the Executive Order issued by the Governor on May 14, 2020. Over 44 million Americans across the United States have applied for unemployment insurance during the COVID-19 pandemic, and this number is expected to grow as the pandemic continues. Individuals who have had forfeit penalties levied against them from past claims are currently unable to collect their unemployment benefits. This new law will allow those individuals to collect these critical benefits in their time of greatest need even if forfeit penalties have been enacted against them.

The Governor also signed legislation (S.8415/A.10446-A) repealing criminalization of wearing a mask in public. The Governor previously issued an Executive Order requiring that New Yorkers wear face coverings while in public to help stop the spread of COVID-19, and this new law will remove any legal conflicts with the outdated provision banning the wearing of masks in public and the Governor's Executive Order.

"As we look ahead, Western New York is expected to move to Phase 3 this Tuesday and the Capital Region should move to Phase 3 on Wednesday. But as usual, we have to stay smart and continue proceeding with caution. Look around the nation and look at the spikes other states are experiencing - we're not in a vacuum," Governor Cuomo said. "In just about half the states, infection rates are climbing up. New York is the anomaly - we reopened and our rates continue to come down, but only because we continue to remain smart and vigilant in this fight against the COVID virus."

Senator Monica R. Martinez said, "I would like to thank Governor Cuomo for his support in signing this crucial piece of legislation which I am proud to have sponsored to assist many New Yorkers. Bill S.8275, will officially put the minds of so many New Yorkers at ease who have been struggling throughout this pandemic. As we begin to turn the corner, it will take time for so many to recover, and the relief this bill allows will help to get them there. For the many residents which have been bound by forfeit day limitations, the anxiety and uncertainty of how they will make ends meet and secure the basic necessities has come to an end. We are NY Strong!"

Senator Jamaal Bailey said, "Governor Cuomo issued an executive order requiring that New Yorkers wear face masks while in public to help stop the spread of COVID-19, but this mandate conflicted with an outdated penal law provision banning the use of such masks. The signing of this bill would lift a nearly 200 year old ban on wearing masks in public. As we all know, wearing a mask is crucial to stopping the spread of the virus, and no one should face increased scrutiny, harassment and potential criminal liability solely due to a conflict in an archaic law. I thank Senate Majority Leader Andrea Stewart-Cousins, Speaker Carl Heastie, Assemblyman Dan Quart and Governor Cuomo for ensuring this becomes law."

Assembly Member Linda B. Rosenthal said, "A global pandemic is no time to deny a person lifesaving unemployment benefits. This new law will allow New Yorkers who have lost their jobs to access unemployment benefits without having to forfeit payments due to past mistakes. People have been clamoring for this relief, and with the Governor's signature on the bill, we are set to provide it to them."

Assembly Member Dan Quart said, "This pandemic is far from over. That's why it is imperative we remove any barriers to people wearing face masks. Repealing this outdated law will remove any confusion over the legality of face coverings and protect New Yorkers against arrest and prosecution. I thank the Governor for signing this bill into law and ensuring everyone feels safe wearing a face mask in public."

Governor Andrew M. Cuomo today announced low-risk youth sports for regions in phase three of reopening can begin on July 6th with up to two spectators allowed per child.

Governor Cuomo also announced the state is extending the special open enrollment period in the New York State of Health Health Plan Marketplace for an additional 30 days through July 15, 2020.

The Governor also reminded bars and restaurants that any violations of reopening rules and guidelines can result in the loss of that establishment's liquor license. Additionally, individuals can be fined for open container and social distancing violations. The Governor also reminded local governments to enforce all reopening rules and guidelines and that any failure to enforce these rules can result in the closure of businesses.

The Governor also signed legislation (S.8245-A/A.10517) requiring the State Department of Health to conduct a study on the health impacts of COVID-19 on minorities in New York State. The state previously conducted an antibody testing survey at churches in lower-income New York City communities and communities of color, which showed higher infection rates among individuals in these communities compared to the overall population.

The Governor also announced the state has reached the lowest number of hospitalizations and deaths since the pandemic began. The number of total hospitalizations was down yesterday to lowest level since March 20 to 1,657. Twenty-three people in New York passed away due to COVID-19, down from a record-high of 800 just nine weeks ago.

"New York State has been continuing to follow the data and the numbers on the COVID-19 virus and we are making really great progress with the lowest number of deaths and hospitalizations since this pandemic first began," Governor Cuomo said. "This is all good news, but our behavior is what's keeping these numbers down and the numbers can change in a week if we don't remain disciplined and follow the guidelines and protocols in place. We've been getting reports from all across the state of large gatherings, social distancing violations and people are not wearing masks - and we want to remind all individuals and businesses, especially bars and restaurants, that failure to follow the state's reopening rules and guidelines will result in serious consequences."

Senator Kevin Parker said, "COVID has ripped off an ugly scab from the wound of health disparities in our state. We need to understand more about how this pandemic effected African-American and Latino communities, so we can prevent this catastrophe of disease and death in the future. This legislation is an important first step towards eliminating health disparities in our state and protecting vulnerable communities. The Governor embodies the loving nature of New York by signing this bill into law."

Assembly Member Jeffrion L. Aubry said, "The disparities in communities that were exposed by the pandemic must be explored analyzed and eradicated. This bill requires that work. My thanks to the Governor, the Senate and Assembly for acting swiftly on this legislation."

Governor Andrew M. Cuomo today announced gatherings of up to 25 people will be allowed in Phase Three of reopening, up from the limit of 10. Five regions have already entered Phase Three - Central New York, the Finger Lakes, the Mohawk Valley, the North Country, the Southern Tier. The Governor also announced global public health experts have cleared Western New York to enter Phase Three tomorrow, and the Capital Region is still on track to enter Phase Three on Wednesday, June 17th. The Governor also announced the state has reached the lowest number of hospitalizations and deaths on the three-day average since the pandemic began. The number of total hospitalizations was down yesterday to 1,608 to lowest level since the pandemic began. Twenty-five people in New York passed away yesterday due to COVID-19, which is the lowest level on a three-day average since the pandemic began.

"As more regions look to enter Phase Three across the state and our numbers continue to go down, we're going to modify the guidelines to allow gatherings up to 25 people, which is up from 10 people," Governor Cuomo said. "The people of New York should be very proud of the work we've accomplished together to bring these numbers down, but we must remain vigilant. The rules and regulations of Phase Three are very clear and they have been working. Everyone has a role to play as we're reopening: Employers have a role, store owners have a role, employees have a role, individuals have a role, and local government has a real responsibility to enforce these guidelines and protect New Yorkers."

Out of the 56,611 tests conducted in New York State yesterday, only 620, or 1.10 percent, were positive. Each region's percentage of positive tests over the last three days is as follows:

The Governor also confirmed 620 additional cases of novel coronavirus, bringing the statewide total to 383,944 confirmed cases in New York State.
