Wattage and antenna

Just wanted to ask about wattage and antenna size before I invest in a new setup. With the 5 watt hh boafeng and 16inch antenna I can hear the repeater traffic but I imaging I will not have enough power to get to the repeater. I live in sound beach and work in Islandia and just was to be sure I can communicate from there.

Was looking at the 15 watt midland setups, will this be enough?

As you can tell I'm new but eager to learn.
