Special Tropical Weather Outlook issued to discuss the potential
for subtropical development this weekend northeast of the Bahamas.



1. A broad area of low pressure is expected to develop in a couple of
   days near or just north of the Bahamas.

Environmental conditions appear conducive for gradual development of this system,
and a subtropical depression or storm is likely to form this weekend.

The system is expected to move generally northeastward over the western  Atlantic through early next week.

The next Special Tropical Weather Outlook on this system will be issued by
9 AM EDT Thursday, or earlier, if necessary.

Special Tropical Weather Outlook issued to discuss the potential
for tropical or subtropical development near the northwest Bahamas
.


1. A trough of low pressure located over the Straits of Florida
continues to produce disorganized shower activity and gusty winds
across the Florida Keys, portions of southeast Florida, and
the northwestern Bahamas. 

Gradual development of this system is expected, and it will likely become
a tropical or subtropical storm on Saturday when it is located near the
northwestern Bahamas.

Later in the weekend and early next week, the system is expected to move
generally northeastward over the western Atlantic.

Regardless of development, the disturbance will continue to bring
heavy rainfall to portions of the Florida Keys, southeast
Florida and the Bahamas through Saturday. 

Tropical-storm-force wind gusts are also possible across portions of the
Florida Keys, southeast Florida, and the Bahamas during the next day or so.
 
In addition, hazardous marine conditions are expected along
the Florida east coast and in the Bahamas where Gale Warnings are
in effect. 

Dangerous surf conditions and rip currents are possible
along portions of the southeast U.S. coast this weekend and
early next week.

The Air Force Reserve Hurricane Hunter aircraft scheduled to investigate the system
today has been canceled, but an aircraft is scheduled to investigate the disturbance
tomorrow, if necessary.

Special Tropical Weather Outlook issued to discuss the potential
for tropical or subtropical development off the east coast of Florida.




A broad and elongated area of low pressure located over the Straits of Florida
continues to produce disorganized shower activity and gusty winds from portions
of southern Florida and the northwestern Bahamas northeastward over the adjacent
Atlantic waters. 

Gradual development is still expected, and the system is likely to become a
tropical or subtropical depression or storm on Saturday while it passes the northwestern
Bahamas and moves north-northeastward over the Atlantic waters east of Florida. 
 
Later in the weekend and early next week, the system is expected to move generally northeastward
over the western Atlantic east of the Carolinas.

Regardless of development, the disturbance will continue to bring heavy rainfall and gusty
winds across portions of southeastern Florida and the northwestern Bahamas through Saturday. 

In addition, hazardous marine conditions will continue off the Florida east coast and in
the Bahamas, where Gale Warnings are currently in effect. 


Dangerous surf conditions and rip currents are also possible along portions of the
southeast U.S. coast this weekend and early next week.

Special Tropical Weather Outlook issued to discuss the potential
for tropical or subtropical development off the east coast of Florida




1. Data from the Air Force Hurricane Hunters and satellite images indicate that the low pressure system
located just off the coast of east-central Florida has become better defined today.

In addition, the associated showers and thunderstorms continue to gradually organize.

If these trends continues, advisories will likely be initiated on this system as a tropical or subtropical depression
later today. Later in the weekend and early next week, the system is expected to move generally northeastward
over the western Atlantic near or east of the Carolinas.

The system will continue to bring gusty winds and locally heavy rains across portions of east-central Florida through tonight.
 
Interests near the North Carolina coast should closely monitor the progress of this system, as it could produce
gusty winds and heavy rains there on Monday, and a tropical storm watch will likely beissued for that area later today. 

In addition, hazardous marine conditions will spread northward during the next few days, likely causing dangerous
surf and rip currents along much of the southeast and mid-Atlantic coasts of the U.S.

DISCUSSION AND OUTLOOK
----------------------
At 5:00 AM EDT (09:00 UTC), the center of Tropical Storm Arthur was
located near latitude 30.0 North, longitude 77.6 West. Arthur is
moving toward the north-northeast near 9 mph (15 km/h).  A turn
toward the northeast with an increase in forward speed is expected
during the next 24 to 48 hours.  On the forecast track, Arthur will
remain well offshore the east coast of Florida, Georgia,
and South Carolina today, and then move near or just east of the
coast of North Carolina on Monday.

Maximum sustained winds are near 40 mph (65 km/h) with higher gusts.
Some strengthening is forecast during the next 48 hours.  Arthur is
likely to lose its tropical characteristics on Tuesday.

Tropical-storm-force winds extend outward up to 80 miles (130 km)
from the center.

The estimated minimum central pressure is 1006 mb (29.71 inches).

to occur on Tuesday.  On the forecast track, Arthur will remain
well offshore of the coasts of Georgia and South Carolina tonight,
and then move near or just east of the coast of North Carolina on
Monday.  Arthur is forecast to turn away from the east coast of the
United States Monday night and Tuesday.

DISCUSSION AND OUTLOOK
----------------------
At 8:00 AM EDT (12:00 UTC), the center of Tropical Storm Arthur was
located near latitude 34.5 North, longitude 75.9 West.  Arthur is
moving toward the north-northeast near 15 mph (24 km/h).  A turn
toward the northeast with an increase in forward speed is expected
later today, followed by a turn toward the east on Tuesday.  On the
forecast track, the center of Arthur will approach the coast of
North Carolina during the next few hours, and then move near or just
east of the coast of North Carolina later today.  Arthur is then
forecast to turn away from the east coast of the United States
tonight and Tuesday.

Maximum sustained winds are near 45 mph (75 km/h) with higher
gusts. While some strengthening is forecast during the next 48
hours, Arthur is likely to lose its tropical characteristics on
Tuesday.


Tropical-storm-force winds extend outward up to 90 miles (150 km)
mainly to the east of the center.  NOAA buoy 41025 located about 20
miles (30 km) south-southeast of Cape Hatteras, North Carolina, has
recently reported a wind gust to 43 mph (69 km/h).


The estimated minimum central pressure reported from an Air Force
Reserve Hurricane Hunter aircraft is 1001 mb (29.56 inches).


HAZARDS AFFECTING LAND
----------------------
WIND:  Tropical storm conditions are expected within the Tropical
Storm Warning area today.

RAINFALL: Arthur is expected to produce total rain accumulations of
1 to 3 inches over coastal North Carolina through this afternoon,
with isolated maximum amounts of 5 inches.

SURF:  Swells generated by Arthur are affecting portions of the
southeast U.S. coast and are expected to spread northward along the
U.S. mid-Atlantic coast during the next day or so.  These swells
could cause life-threatening surf and rip current conditions. Please
consult products from your local weather office.

DISCUSSION AND OUTLOOK
----------------------
At 5:00 PM EDT (21:00 UTC), the center of Tropical Storm Arthur was
located near latitude 36.1 North, longitude 73.9 West. Arthur is
moving toward the northeast near 16 mph (26 km/h). A turn toward
the east-northeast is expected tonight, followed by a turn
toward the east on Tuesday.  A slower southeast or south-southeast
motion is expected to begin Tuesday night and continue through
Wednesday. On the forecast track, the center of Arthur will
continue to move away from the east coast of the United States.


Maximum sustained winds are near 50 mph (85 km/h) with higher gusts.
While some strengthening is forecast during the next 24 hours,
Arthur is likely to lose its tropical characteristics late by
tonight or Tuesday.



Tropical-storm-force winds extend outward up to 115 miles (185 km)
primarily to the east of the center. NOAA Buoy 44014 located about
50 miles north west of Arthur's center recently measured a
sustained wind of 38 mph (61 km/h) and a gust to 45 mph (72 km/h).


The estimated minimum central pressure is 993 mb (29.33 inches).

Arthur was located near latitude 36.8 North, longitude 68.6 West.
The post-tropical cyclone is moving toward the east near 15 mph (24
km/h), and Arthur is expected to gradually turn southward and slow
down over the next day or so.

Maximum sustained winds are near 60 mph (95 km/h) with higher gusts.
Some gradual weakening is forecast to begin tonight and continue
through Wednesday.

Tropical-storm-force winds extend outward up to 160 miles (260 km)
from the center.

The estimated minimum central pressure is 991 mb (29.27 inches).
